Abstract
Viky Apriliana, 2017, 50134890.N " Role of Communication In Implementing Rules Of The Road On MV Ships. Sinar Kudus ", Nautical Study Program, D- IV Program, Merchant Marine Polytechnic of Semarang, Lecturer I: Capt. Agus Subardi, M.Mar., Lecturer II: Daryanto S.H., M. M . Officer on duty have an important role in navigating while sailing to avoid undesirable things to avoid risk of collision . The formulation of problem to be taken by the author in this research is to understand the rules related to the watchkeeping and to understand how to operate the communication tools and navigation safety support tools. The need for good communication in carrying out the duty at sea to prevent the occurrence of risks of collision used in the establishment of this research report and as a basic for solving problems that exist in the main research process related to the understanding of communication, the watchkeeping, duties and responsibilities of officers on board, the operators Radio and the operation of communication equipment and navigation safety support. With USG research methods that result descriptive data, good communication when implementing the watch keeping can be described clearly and manifestly because the data obtained from the interview directly, and supported by the method of bibliography that provides a clearer description of the information submitted. The results of the authors during the research are, there are still duty officers who still do not understand as necessary about the rules related to watchkeeping on board, and less optimal way of using communication devices and safety support tools to navigate. The goal is to improve the safety qualities of sea shipping as well as navigate safely. In this case it is concluded that the distribution of duty on board in MV. Sinar Kudus has conformed to internationally determined rules and hence the ability to communicate and understanding of the rules on board is a mandatory requirement that an international shipping officer must possess. The goal is to improve the safety qualities of sea shipping as well as navigate safely. As for the author's suggestion is that professionalism of large shipping officers remains competent, then the process of certificate should be in accordance with procedures both nationally and internationally and adjusted to the needs of the world seafarers.
