Abstract

ABSTRAK Tri Istanto, 52155582 N, “Implementasi International Safety Management Code (ISM Code) Guna Meningkatkan Keselamatan Crew di Atas Kapal MV. Kartini Samudra”. Program Diploma IV jurusan Nautika Politeknik Ilmu Pelayaran Semarang. Pembimbing materi (I): Capt. I Kadek Laju, S.H., M.M. Pembimbing metodologi dan penulisan (II): Yustina Sapan, S.ST., M.M. Keselamatan merupakan satu bagian terpenting dalam pengoperasian kapal pada umumnya. Keselamatan dalam hal ini meliputi kapal, awak kapal, muatan dan lingkungan alam laut. Semua akan berjalan dengan baik apabila implementasi ISM Code berjalan dengan baik juga, tetapi dalam implementasi ISM Code terdapat berbagai kendala yang kemudian dirumuskan dalam beberapa permasalahan, adapun permasalahannya adalah bagaimana implementasi ISM Code di atas kapal dan faktor-faktor yang menghambat implementasi ISM Code di atas kapal. Menurut landasan teoritis dan aturan-aturan yang mengatur keselamatan kerja di atas kapal yaitu : International Safety Management Code (ISM CODE) , mengenai manajemen keselamatan bagi pelaut. Badan Diklat Perhubungan, mengenai petunjuk tentang alat keselamatan dan kegunaannya. Ditinjau dari bidang lapangan, tanggung jawab nahkoda juga berperan penting untuk memantau dan mengawasi implementasi ISM Code di atas kapal MV. Kartini Samudra yang melaksanakan tugas dan tanggung jawab pelaksanaan dilapangan. Beberapa metode pengumpulan data dalam penelitian yaitu observasi, interview, study kepustakaan, dokumentasi dan cara analisa data. Penelitian dilakukan di atas kapal MV. Kartini Samudra. Hasil penulis melakukan penelitian bahwa faktor-faktor yang menghambat implementasi ISM Code di atas kapal MV. Kartini Samudra, yaitu faktor sumber daya manusianya dalam hal ini meliputi kurangnya kedisiplinan dan kesadaran crew kapal terhadap prosedur keselamatan di kapal, yang dapat menyebabkan kecelakaan tcrhadap crew kapal itu sendiri. Faktor kedua adalah kurangnya familiarisasi terhadap crew baru terutama mengenai keselamatan dan peranan perusahaan dalam implementasi ISM Code. Hasil penelitian dapat disimpulkan bahwa implementasi ISM Code di kapal MV. Kartini Samudra belum berjalan dengan baik. Penulis mengajukan beberapa saran untuk direalisasikan, yaitu meningkatkan kedisiplman dan kesadaran crew kapal terhadap keselamatan, mengadakan familiarisasi terhadap crew baru dan peranan perusahaan terhadap implementasi ISM Code. Safety is one of the important part on the ship operation. The safety include vessel, crews, cargoes and the ocean. All will be well if ISM Code applicated well also, but in the implementation of ISM Code there is some problem which them formulated in the research questions. The research questions is how far the implementation of ISM Code on board and factors that hinder the implementation of the ISM Code on board. According of the theory from the rules that arranged the work safety on the ship, that are:International Safety Management Code (ISM Code) about safey management for sailor. Observation from real condition, responsibility Master has important role to keep and control the implementation of ISM Code in MV. Kartini Samudra. Some method collect the data there are observation, interview, document study, documentation and file analysis. Observation did on MV. Kartini Samudra. The result of the study that ISM Code not implemented well because many factors, there are: The first is human resources factor include less of discipline and awareness ship crews to the safety procedure on the ship that can make accident to the crews it self. The second factor is familiarization to the new crew especially about safety and supported from company about the implementation of ISM Code. The result of the study can concluded that ISM Code not implemented well on MV. Kartini Samudra. Writer submit some advice for a realization. There are: Increase the discipline and the awareness of the ship crew to the safety procedure, make familiarization and training about safety to the new crew and support of company about the implementation of ISM Code.
