Abstract

MuhamadArifIkhsannudin, NIT 49124420 2017 "Improvement Analysis Watchkeeping Duty in prone areas to Improve the security in Vessel MT SeiPakning'. Diploma IV Nautical Semarang Merchant Marine Polytechnic Supervisor I: Capt. DwiAntoro, M.M, M.Mar., Supervisor II: Sri Purwantini, S.E, S.Pd, M.M. This reseach is aimed to implementation of the watchkeeping duty in the prone areas runs maximally and must always ensure the safety of life, ships, cargo, harbor and environment as well as the operation of all equipment related to cargo handling. Pay attention to international, national and local rules. In this reaseach, the writer uses descriptive qualitative research method with qualitative data analysis technique and USG (Urgency, Seriousness, Growth matrix method where the ultrasound matrix is a method to determine the priority of the problem. There are 3 factors considered, these factors are urgency, seriousness and growth. The ultrasound method determines the order of priority problems with scoring techniques. The trick is to provide urgency, seriousness and growth points on a scale of 1 to 5. The problem with the highest point is the problem with the highest priority. This results of the research that led to the ineffectiveness of the implementation of the duty office in the prone areas on board the MT. SeiPakning is a supporting equipment security, such as handy talky, flashlight, baton that does not exist, inappropriate APD usage and CCTV trouble. Implementation of ISPS Code that is not applied properly on board. This conclusions of the research are: the priority of the problem that causes the ineffectiveness of the implementation of the duty office in the prone areas is the supporting equipment of security, and the implementation of ISPS Code is not maximal. Efforts to improve security in vulnerable areas are with the task of maintaining security, increasing knowledge and awareness of supporting equipment implementing ISPS Code on board, direct field surveillance of officers' guard duty, and good communication.
