Abstract

ABSTRAKSI Krisna Widiatmoko, NIT: 52155565.N, 2019 “Analisis Penyebab Terjadinya Tubrukan Antara MT. B.STAR dengan MT AT LUCKY saat akan Melaksanakan sandar ship to ship” skripsi Program Studi Nautika, Program Diploma IV, Politeknik Ilmu Pelayaran Semarang, Pembimbing I: Capt. Arika Palapa, M.Si, M.Mar Pembimbing II: Henny Wahyu W.,M.Pd Terjadinya tubrukan saat pelaksanaan sandar ship to ship mengancam keselamatan crew kapal, keamanan muatan dan juga kerugian material pada kedua kapal yang mangalami tubrukan. Untuk itu penulis melaksanakan penelitian ini bertujuan untuk mengetahui faktor-faktor penyebab tubrukan serta tindakan yang harus dilakukan untuk meminimalisir atau meniadakan resiko terjadinya tubrukan saat sandar ship to ship terulang kembali. Penelitian ini menggunakan metode kualitatif dengan teknik analisa data yaitu fishbone (tulang ikan) untuk mengetahui faktor-faktor penyebab terjadinya tubrukan saat pelaksanaan sandar ship to ship serta SWOT (kekuatan, kelemahan, peluang, ancaman) untuk menentukan strategi yang tepat untuk mengatasi masalah yang menjadi prioritas utama dalam pelaksanaan sandar ship to ship sehingga dapat ditemukan upaya agar tubrukan saat sandar ship to ship tidak terulang kembali. Dari hasil penelitian yang penulis lakukan, maka dapat disimpulkan yaitu faktor penyebab terjadinya tubrukan saat pelaksanaan sandar ship to ship adalah (1) Sumber daya manusia yang kurang (2) Kurangnya koordinasi diatas kapal. Upaya yang dilakukan yaitu dengan melakukan (1) Memperkerjakan ABK yang berpengalaman menyediakan prosedur yang detail (2) Pelaksanaan safety meeting dan melakukan koordinasi yang baik. For this reason, the authors conducted studied the factors that cause collisions and the actions should be taken to minimize the risk of collisions. The research use was qualitative method with data analysis techniques, support with data analysis tools, they are Fishbone and SWOT, the fishbone uses to determine the factors that influence collision and SWOT (strength, weakness, opportunity, threat) to determine correct strategy to solve the problem point to the priority issues during STS Operation based on standard operational procedure to prevent collision or accident. From the results of the research conducted, it can be ascertained that the factors that caused collisions during the implementation of the ship to the ship are (1) Poor human resources (2) Efforts made namely (1) Employing skilled crew provides detailed procedures (2) Conducting safety meetings and good coordination.
