Transportasi laut sangat penting dalam proses ekspor minyak, karena transportasi laut lebih ekonomis dan memiliki kapasitas yang besar dalam pengangkutannya. Hal tersebut menimbulkan perumusan masalah untuk skripsi ini yaitu: Bagaimana Prosedur dalam menangani pengurusan ekspor minyak , Apa sajakah hambatan yang di hadapi dalam pengurusan ekspor minyak, Bagaimana upaya yang dilakukan oleh PT. Pertamina Trans Kontinental cabang Surabaya dalam peningkatan kinerja menghadapi kendala ekspor minyak. Sehingga tujuan penelitian ini adalah: Untuk mengetahui prosedur penyelesaian ekspor minyak, Untuk mengetahui hambatan yang dihadapi selama proses pengurusan ekspor minyak, Untuk mengetahui upaya-upaya yang harus dilakukan unuk mengoptimalkan pengurusan ekspor minyak. Pada skripsi ini penulis menggunakan metode deskriptif kualitatif. Metode pengumpulan data yang digunakan adalah dengan cara wawancara, studi kepustakaan, dan observasi. Teknik analisis data yang digunakan antara lain adalah verifikasi data, reduksi data, dan penyajian data. Penanganan ekspor minyak dapat dilaksanakan secara lebih efisien sehingga diperlukan adanya upaya untuk menangani hambatan tersebut. Faktor jarak dan transportasi serta keterlambatan dokumen dari eksportir ke PPJK dan aplikasi PEB menjadi hambatan utama. Sehingga penulis memilih upaya untuk mengatasi hambatan tersebut dengan pemilihan alat transportasi yang benar sesuai dengan situasi, kondisi serta menjalin hubungan kerjasama baik antara PPJK dengan Eksportir serta pembaruan aplikasi PEB. Dari permasalahan tersebut dapat disimpulkan bahwa prosedur pengurusan ekspor minyak oleh PT. Pertamina Trans Kontinental selaku PPJK telah berjalan dengan baik, kendala yang dihadapi dalam pengurusan ekspor minyak adalah transportasi dan jarak, keterlambatan dokumen dan aplikasi PEB, upaya yang dilakukan oleh PT. Pertamina Trans Kontinental cabang Surabaya selaku PPJK yaitu Pemilihan alat transportasi dan meningkatkan hubungan kerja sama, koordinasi yang baik antara eksportir dengan PPJK, serta pembaruan aplikasi hal ini harus dilakukan PPJK PT. PT. Pertamina Trans Kontinental cabang Surabaya adalah memberikan jasa pengurusan dokumen barang ekspor yang optimal dengan meminimalisir hambatan yang terjadi agar tidak mengalami keterlambatan ekspor, sehingga menjadi perusahaan PPJK yang benar-benar memberikan pelayanan yang baik guna memajukan perusahaan dan perekonomian negara. Sea transportation is very important in the process of exporting oil, because sea transportation is more economical and has a large capacity in transporting it. This raises the formulation of the problem for this research which is: How the procedure in handling the export of oil, what are the barriers faced in the management of oil exports, how efforts made by PT. Pertamina Trans Continental Surabaya branch in performance improvement faces oil export constraint. So the purpose of this research is: To know the procedure of oil export settlement, to know the obstacles faced during the process of oil export, to know the efforts to be done to optimize the processing of oil exports. In write of this thesis, researchers used a qualitative descriptive method. Observations. Data collection method used is by interview, observation study. Data analysis techniques used include data verification, data reduction, and data presentation. Handling oil exports can be implemented more optimally efficient so that there is an effort to handle these barriers. The distance and transportation factors and the document delays from exporters to PPJK and PEB application become the main obstacles. So the authors choose an effort to overcome these obstacles with the correct selection of transportation equipment in accordance with the situation and conditions and establish a good relationship between PPJK with the Exporter, and maintenance application. From these problems can be concluded that the procedure of processing oil exports by PT. Pertamina Trans Continental as PPJK has been running well, the obstacles faced in managing the export of oil is the transportation and distance and delay of documents, and the application of PEB, the efforts undertaken by PT. Pertamina Trans Continental Surabaya branch as PPJK is the selection of transportation equipment and improve cooperation and good coordination between exporters with PPJK, and maintenance the application, this should be done PPJK PT. PT. Pertamina Trans Continental Surabaya branch is to provide improve export document processing services by minimizing the barriers that occur so as not to experience export delays, this becoming a PPJK company that really provide good service to advance the company and the economy of the country.
