Abstract
ABSTRAK Satria Iswahyudi, 2019, 52155870.K, “Evaluasi Proyek Peninggian Container Yard Terhadap Kegiatan Export Import di Terminal petikemas Semarang”, skripsi Ketatalaksanaan Angkutan Laut dan Kepelabuhanan, Program Diploma IV, Politeknik Ilmu Pelayaran Semarang, Pembimbing I: Nur Rohmah, S.E., M.M., Pembimbing II: Henny Wahyu W., M.Pd. Terminal Petikemas Semarang adalah tempat untuk bongkar muat container internasional di pelabuhan. Akibat terjadinya penurunan permukaan tanah di wilayah pesisir utara Kota Semarang, maka dilakukan peninggian terhadap container yard (CY 01) sehingga aktivitas penataan container di Terminal Petikemas Semarang menjadi terganggu. Tujuan dari penelitian ini adalah untuk mengetahui alasan dilakukannya proyek peninggian container yard di Terminal Petikemas Semarang, dampak dari proyek peninggian container yard terhadap kegiatan export import di Terminal Petikemas Semarang, serta upaya yang harus dilakukan agar proses kegiatan export import berjalan dengan lancar ditengah adanya proyek peninggian container yard di Terminal Petikemas Semarang. Penelitian ini menggunakan metode deskriptif kualitatif. Metode deskriptif adalah metode yang digunakan untuk menganalisis data dengan cara mendeskripsikan atau menggambarkan data yang telah terkumpul sebagaimana adanya. Penelitian kualitatif digunakan untuk menganalisis fenomena, peristiwa, aktivitas sosial, sikap, persepsi, dan orang secara individual maupun kelompok. Jenis data yang dikumpulkan dalam penelitian ini adalah data primer dan data sekunder, sedangkan pengumpulan data dilakukan dengan melakukan observasi, wawancara, dokumentasi, dan studi kepustakaan. Hasil penelitian menunjukkan bahwa alasan dilakukannya proyek peninggian container yard di Terminal Petikemas Semarang adalah terjadinya penurunan permukaan tanah serta banjir rob sehingga berpotensi merusak muatan yang ada di dalam container bila terendam air laut, mempercepat terjadinya korosi pada container bila terendam air laut, dan merusak permukaan container yard sehingga dapat membahayakan proses stacking karena kontur permukaan container yard menjadi tidak rata atau bergelombang bila tergenang air. Dampak yang terjadi akibat adanya proyek peninggian container yard adalah berkurangnya kapasitas container yard sehingga mengakibatkan relokasi terhadap container yard yang berlokasi lebih jauh sehingga bongkar muat menjadi terhambat, mobilitas trailer terganggu akibat adanya kendaraan proyek dan tumpukan material proyek yang berserakan di area container yard. Upaya agar kegiatan export import dapat berjalan dengan lancar ditengah adanya proyek peninggian container yard adalah menambah jumlah armada trailer yang dioperasikan ketika proses bongkar container import, meningkatkan koordinasi antara pihak Terminal Petikemas Semarang dan pihak kontraktor serta meningkatkan safety patrol di area container yard. Semarang Container Terminal is a place for loading and unloading international containers at the port. As a result of the decrease in land surface in the northern coastal area of Semarang City, the elevation of the container yard (CY 01) is carried out so that container structuring activities in the Semarang Container Terminal were disrupted. The purpose of this research was to find out the reason of carrying out a container yard elevation project in Semarang Container Terminal, the impact of a container yard elevation project on export import activities at the Semarang Container Terminal, as well as efforts to make the import export process run smoothly in the middle there is a container yard elevation project in Semarang Container Terminal. This research used descriptive qualitative method. Descriptive method, is a method used to analyze data by describing or explain data that has been collected as it is. Qualitative research is used to analyze phenomena, events, social activities, attitudes, perceptions, and people individually or in groups. The types of data collected in this research are primary data and secondary data, while data collection is done by conducting observations, interviews, documentation, and literature studies. The results showed that the reason of carrying out a container yard elevation project in Semarang Container Terminal was a decrease in land surface and tidal flooding that could potentially damage the load inside the container if submerged in sea water, accelerating the corrosion of containers if submerged in sea water, and damage the surface of the container yard and endanger the stacking process because the contour of the container yard surface becomes uneven or bumpy when it is flooded. The impact caused by the container yard elevation project was the reduction in container yard capacity resulting in relocation of the container yard located further so loading and unloading was hampered, trailer mobility was disrupted due to the presence of project vehicles and a pile of project material scattered in the container yard area. Efforts to make import export activities run smoothly in the midst of container yard elevation projects are to increase the number of trailer fleets operated during the process of loading imported containers, improve coordination between Semarang Container Terminals and contractors and improve safety patrols in container yard areas.
