Abstract
Kristedy Saptono, 50135092, 2017: "completion of Air Pollution Problems Between Villagers Lumpur With Jasatama PT.Gresik Coal Unloading Top Activities On Dry Bulk Terminal", mini thesis program Study Port And Shipping Departement. Diploma Program IV, Merchant Marine Polythecnic Semarang, Supervisor I: H .Suharso, S.H, S.pd., S.E, M.M Supervisor II: Capt. Hadi Supriyono, M.Mar. M.M In the implementation of coal loading and unloading the company must comply with the regulations and according to the prevailing procedures so as not to cause problems with the destruction of the environment and conflicts on residents living in the vicinity of areas close to the loading and unloading of coal. The number of problems that arise can not be separated from natural factors and procedural errors that occur during this time. Because it must be handling pollution problems caused by coal dust. This research determine how the root causes of conflict and how to solve the problem between citizens with PT.Gresik Jasatama. From the root of the occurrence of this problem is, residents of the Village Lumpur are harmed due to coal dust from coal loading and unloading activities that enter the residential community so that many residents who suffer from respiratory and itching pain. To solve the problem by means of mediation between the conflicting parties. From the methodological point of view, research chooses qualitative descriptive types by using facts and events by interviewing the parties who know the problem. The results of this research indicate that the citizens who feel the demand to stop the activities of unloading coal is not implemented by the PT.Gresik Jasatama and finally citizens take action ranging from citizens to aski protests protests and blockade of the main road. The conclusion of problem solving between the people of Village Lumpur and PT.Gresik Jasatama is mediation and not with the legal path because the mediation path is cheaper and efficient so it does not cause much cost and grudge. From the mediation resulted in the decision and PT.Gresik Jasatama promised to reduce coal dust by doing the installation of nets around the coal loading and unloading terminal so that coal dust can be reduced because it does not directly lead to the settlement of the people.
