Abstract

INTISARI Tegar Anggriyanto,2020, NIT: 531611306217. K, “Efektifitas Angkutan laut khusus ternak dalam program tol laut di KM. Camara Nusantara 1”, Skripsi Tatalaksana Angkutan Laut dan Kepelabuhanan, Program Diploma IV, Politeknik Ilmu Pelayaran Semarang, Pembimbing I: Ir. Fitri Kensiwi, M.Pd. Pembimbing Capt. Eko Murdiyanto, M.Pd, M.Mar. Kapal ternak merupakan salah satu wujud implementasi dari program tol laut. Program angkutan laut khusus ternak bertujuan untuk memenuhi kebutuhan akan swasembada daging sapi di Indonesia. Tujuan dari penulisan penelitian mengenai efektifitas angkutan laut khusus ternak di KM. CAMARA NUSANTARA 1 adalah: 1) untuk mengetahui apa penyebab yang membuat angkutan laut khusus ternak di KM. CAMARA NUSANTARA 1 belum efektif. 2) Untuk mengetahui cara untuk mengefektifitaskan program angkutan laut khusus ternak di KM. CAMARA NUSANTARA 1. Penelitian ini menggunakan metode deskriptif kualitatif dengan mendeskripsikan secara terperinci penyebab dari program angkutan laut khusus ternak di KM. CAMARA NUSANTARA 1 yang belum berjalan efektif. Pengumpulan data dilakukan dengan wawancara, observasi, studi pustaka terkait dengan program angkutan laut khusus ternak. Hasil dari penelitian menunjukan bahwa, belum efektifnya program angkutan laut khusus ternak di KM. CAMARA NUSANTARA 1 dikarenakan target pengiriman yang belum tercapai yang menyebabkan kebutuhan akan hewan ternak belum dapat terpenuhi dan tidak adanya pemanfaatan untuk muatan balik. Upaya yang dilakukan PT. PELNI yaitu: 1) Memberikan subsidi operasional kepada operator. 2) Memberikan subsidi untuk setiap hewan ternak. Dengan upaya tersebut diharapkan dapat mengefektifitaskan program angkutan laut khusus ternak di KM. CAMARA NUSANTARA 1. Program angkutan laut khusus ternak untuk kedepannya agar menambah pekerja fumigasi di setiap pelabuhan singgah, agar kapal kembali bersih dan dapat mengangkut muatan balik dari daerah konsumen ke daerah produsen. Eko Murdiyanto, M.Pd, M.Mar. Livestock ship is one form of implementation of the sea highway program. The livestock-specific sea transportation program aims to meet the need for beef self-sufficiency in Indonesia. The purpose of writing research on the effectiveness of sea transportation specifically for livestock at KM. CAMARA NUSANTARA 1 are: 1) to find out what causes sea transportation specifically for livestock at KM. CAMARA NUSANTARA 1 is not yet effective. 2) To find out how to make the sea transportation program more effective at KM. CAMARA NUSANTARA 1. This study used a qualitative descriptive method by describing in detail the causes of the special sea transportation program for livestock at KM. CAMARA NUSANTARA 1 which has not been effective. Data collection was carried out by interview, observation, literature study related to the special sea transportation program for livestock. The results of the study indicate that, the special sea transportation program for livestock at KM. CAMARA NUSANTARA 1 because the delivery target has not been achieved which causes the need for livestock cannot be fulfilled and there is no use for return cargo. Efforts made by PT. PELNI 1, namely: 1) Providing operational subsidies to operators. 2) Provide subsidies for each livestock. With these efforts it is hoped that the effectiveness of the special sea transportation program for livestock at KM. CAMARA NUSANTARA 1. In the future, the special sea transportation program for livestock is to increase fumigation workers at each port of call, so that the ships are clean again and can carry back cargo from the consumer area to the producer area.
