Abstract

ABSTRAKSI Ritanto, Pujas, 531611306269 K, 2020, “Identifikasi Hambatan Pengiriman Muatan Batu Bara Dari Alur Sungai Mahakam ke Transhipment Point (Muara Berau) Pada PT. Kartika Samudra Adijaya”, Program Diploma IV, Program Studi Tatalaksana Angkutan Laut dan Kepelabuhan, Politeknik Ilmu Pelayaran Semarang, Pembimbing I: PoernomoDwiatmojo, S.H.,M.H., Pembimbing II: Capt. Karolus Geleuk Sengadji., MM. Proses pengiriman muatan batu bara dari alur Sungai Mahakam ke Transhipment Point .(Muara Berau) terdapat prosedur yang perlu diperhatikan. Penelitian ini bertujuan untuk mengetahui bagaiamana prosedur pengiriman muatan batu bara dari alur Sungai Mahakam ke Transhipment Point (Muara Berau), mengidentifikasi hambatanhambatan yang terjadi pada PT. Kartika Samudra Adijaya dan upaya yang perlu dilakukan untuk mengatasi hambatan pengiriman muatan batu bara tersebut. Metode penelitian yang digunakan adalah metode deskriptif kualitatif. Metode pengumpulan data dengan menggunakan teknik pengamatan observasi, wawancara, dan dokumentasi. Data kemudian dianalisis menggunakan teknik analisis fishbone yang akan mengindentifikasi faktor penghambat. Peneliti melibatkan kepala cabang dan staff operasional perusahaandalam wawancara. Peneliti juga mengumpulkan dokumen seperti Shifting Permit, PPKB, dan contoh sertifikat kapal. Berdasarkan dari data yang telah diuraikan dalam penelitian hasil yang diperoleh adalah hambatan dalam pengiriman muatan batu bara dari alur Sungai Mahakam ke Transhipment Point yaitu terdapatnya sertifikat kapal yang expired sebagai dalah satu syarat pembuatan Shifting Permit, rumitnya pengajuan PPKB, kurangnya tenaga pandu pengolongan serta cuaca pasang surut sungai yang tidak menentu. Upaya yang perlu dilakukan yakni selalu mengecek dan mengupdate sertifikat kapal, memahami prosedur dan melakukan pengajuan dengan tepat waktu, menambah tenaga pandu untuk pengolongan jembatan serta memperhatika prakiraaan cuaca ketika akan melakukan pengiriman muatan. Karolus Geleuk Sengadji., MM. The process of shipping coal cargo from the Mahakam River channel to the Transhipment Point (Muara Berau), there are procedures that need attention. This study aims to determine the procedure for shipping coal cargo from the Mahakam River channel to the Transhipment Point (Muara Berau), identifying the obstacles that occur at PT. Kartika Samudra Adijaya and the efforts that need to be made to overcome these barriers to coal delivery. The research method used is descriptive qualitative method. Methods of data collection using observation, interview, and documentation techniques. The data were then analyzed using a fishbone analysis technique which identified the inhibiting factors. Researchers involved branch heads and company operational staff in interviews. Researchers also collected documents such as Shifting Permit, PPKB, and sample ship certificates Based on the data described in the research, the results obtained are obstacles in the delivery of coal cargo from the Mahakam River channel to the Transhipment Point, namely the presence of an expired ship certificate as one of the requirements for making a Shifting Permit, the complexity of submitting PPKB, lack of grading guidance and high tide erratic river tide. Efforts that need to be made are always checking and updating ship certificates, understanding procedures and making submissions in a timely manner, adding guiding personnel for bridge classification and paying attention to weather forecasts when delivering cargo.
