Abstract

ABSTRAK Rahmaningtyas, Tata, 52155609N, 2020. “Optimalisasi Proses Embarkasi dan Debarkasi Penumpang Guna Memberangkatkan Kapal KM. Gunung Dempo Tepat Waktu”. Skripsi. Program Diploma IV, Program Studi Nautika, Politeknik Ilmu Pelayaran Semarang. Di bawah bimbingan Capt. Dwi Antoro, MM, M. Mar Pembimbing I dan Romanda Annas Amrullah, S.ST, MM Pembimbing II. Penelitian ini bertujuan untuk mengetahui penyebab terjadinya keterlambatan keberangkatan kapal, untuk mengetahui faktor apa saja yang dapat menyebabkan terjadinya keterlambatan, dan untuk mengetahui cara mengurangi terjadinya keterlambatan pemberangkatan kapal penumpang. Landasan teori yang digunakan oleh penulis dalam pengamatan ini berupa buku, internet, undang-undang, peraturan menteri, dan sumber-sumber lain. Jenis pengamatan yang digunakan penulis adalah deskriptif kualitatif. Pengamatan ini mengambil lokasi di Pelabuhan Anging Mamiri Makassar. Sumber data diperoleh dari narasumber (informan), peristiwa atau aktifitas, dokumen dan arsip. Hasil yang di peroleh dari pengamatan si penulis adalah penyebab terjadinya keterlambatan keberangkatan kapal antara lain dapat berupa faktor cuaca yang tidak menentu, faktor manusia seperti tidak tertibnya pengantar, pengunjung, pedang asongan dan buruh-buruh bagasi pada proses embarkasi dan debarkasi penumpang, serta terjadinya kerusakan mesin. Dan upaya yang dilakukan agar tidak terjadi keterlambatan keberangkatan kapal adalah dengan selalu melakukan pemeriksaan rutin terhadap mesin kapal, selalu menanyakan dan mengecek keadaan cuaca di pelabuhan sandar berikutnya, serta tidak memperbolehkan pengantar, pengunjung, pedangang asongan dan buruh-buruh bagasi untuk naik ke atas kapal. This study aims to determine the cause of the delay in ship departure, to find out what factors can cause delays, and to find out how to reduce the delay in the departure of passenger ships. The theoretical basis used by the authors in this observation is in the form of books, the internet, laws, ministerial regulations, and other sources. The type of observations used by the writer is descriptive qualitative. This observation takes place at the Port of Anging Mamiri Makassar. Sources of data obtained from sources (informants), events or activities, documents and archives. The results obtained from the author's observations are the causes of ship departure delays which can include uncertain weather factors, human factors such as disorderly delivery, visitors, hawkers and baggage workers in the process of embarkation and debarkation of passengers, as well as damage machine. And the efforts made to avoid ship departure delays are to always carry out routine checks on the ship's engine, always inquire and check the weather conditions at the next port port, and do not allow deliverers, visitors, hawkers and baggage workers to board the ship .
