Program Diploma IV, Program Studi Nautika, Politeknik Ilmu Pelayaran Semarang. Pembimbing I: Capt. Tri Kismantoro,Mm, M.Mar. Pembimbing II: Tony Santiko, S.St, M.Si., M.Mar.E. Pada saat melakukan penelitian MV. Spil Hayu mengalami jangkar kapal larat pada saat berlabuh di Merauke Anchorage, oleh karena itu peneliti mencoba menganalisis dan mendapatkan permasalahan. Analisis dalam permasalahan penelitian sebagai beikut: (1) Bagaimana penerapan prosedur saat olah gerak kapal di MV. Spil Hayu saat Anchorage?, (2) Apa saja persiapan yang perlu diperhatikan saat berlabuh jangkar MV. Spil Hayu? Metode penulisan skripsi ini peneliti menggunakan metode deskritif dan kualitatif. Observasi, wawancara dan studi pustaka dilakukan untuk mengumpulkan data yang relevan. Penyebab terjadinya penerapan prosedur olah gerak kapal di Merauke Anchorage, yaitu Master Standing Order, dinas jaga tidak dilaksanakan secara optimal, dan kurangnya pengawasan terhadap kegiatan dinas jaga saat olah gerak. Berdasarkan dari hasil penelitian disimpulkan bahwa terjadinya jangkar kapal larat karena kurangnya pengawasan Perwira kapal yang menyebabkan lalai dalam berdinas jaga. Melalui optimalisasi peran dinas jaga dengan melakukan Safety Meeting sebelum proses olah gerak saat berlabuh jangkar oleh Perwira kapal, pelaksanaan pengawasan dapat berjalan dengan lancar. Spil Hayu encountered anchor ship when landing in Merauke Anchorage, therefore the researcher tried to analyze and get the problem. Analysis in the research problems as follows: (1) How is the application of procedures when processing maneuvering ships in the MV. Spil Hayu during Anchorage ?, (2) What preparations need to be considered when anchored at the MV anchor. Spil Hayu ? This thesis writing method researchers used descriptive and qualitative methods. Observations, interviews and literature studies conducted to collect relevant data.The causes of the application of the procedures for the manouvering of ships in Merauke Anchorage, namely the Master Standing Order, the guard services are not carried out optimally, and the lack of supervision of the activities of the guard services during the manouvering. Based on the results of the study it was concluded that the occurrence of anchored ship anchors due to the lack of supervision of the ship's officers which caused negligence in the duty guard.Through the optimization of the role of the guard service by conducting a Safety Meeting before the process of manouvering when anchored by the ship's anchor, the supervision can run smoothly.
