Abstract
INTISARI Sofyan, Ahmad, 2020, NIT 52155585N, “Optimalisasi Penerapan Cargo Securing Manual Pada Proses Loading Container Guna menghadapi cuaca buruk di perairan Australia”. Program Studi Nautika, Program Diploma IV, Politeknik Ilmu Pelayaran Semarang. Pembimbing I: Capt. H. S. Sumardi, S.H., M.M, M.Mar, Pembimbing II: Capt. H. Suherman, M.Mar Lashing adalah salah satu elemen penting dalam proses pemuatan kontainer. Dalam lashing perlu diperhatikan penerapan cargo securing manual yang tepat. Saat MV. Bea Schulte melakukan perjalanan dari Sydney ke Melbourne dalam cuaca buruk, terjadi insiden jatuhnya kontainer dari bay 02 ke bay 06. Penelitian ini bertujuan untuk mengetahui penyebab insiden jatuhnya kontainer dari bay 02 ke bay 06 dan penyebab kurang optimalnya penerapan cargo securing manual pada saat proses loading kontainer. Penelitian ini merupakan penelitian deskriptif kualitatif, dimana data yang didapatkan melalui observasi langung di atas kapal, wawancara dengan narasumber terkait dan studi pustaka. Data yang berhasil dikumpulkan kemudian dianalisa dengan bantuan diagram fishbone. Hasil analisa yang didapat kemudian diuraikan untuk menjawab permasalahan yang diangkat dalam penelitian ini. Melalui hasil analisis dan pembahasan ditemukan bahwa jatuhnya kontainer dari bay 02 ke bay 06 disebabkan oleh kurang optimalnya penerapan cargo securing manual pada proses lashing kontainer. Hal ini dikarenakan adanya miskomunikasi antara crew kapal serta stevedore sehingga lashing kontainer kurang maksimal. Selain itu ditambah dengan keterbatasan lashing material yang dapat digunakan di atas kapal. Serta, alur pelayaran dengan cuaca yang buruk sehingga kapal mengalami rolling dan pitching, yang menyebabkan lashing kontainer menjadi longgar. Di sisi lain kontainer di tier kedua dan ketiga dalam keadaan kosong, sehingga membuat kontainer-kontainer tersebut mudah goyang dan terbawa angin, dan akhirnya jatuh. Lashing is a main element used during container loading process. During lashing process, we must consider cargo securing manual properly. When MV. Bea Schulte was having a bad weather during her voyage from Sydney to Melbourne, and then two containers fell from bay 02 to bay 06. This research aims to find out the cause of the incident and the cause of improper cargo securing manual implementation during loading container process. This research is a descriptive qualitative research, in which the data were collected through on board observations, interviews with the senior officer, and literature reviews. The datas then were analyzed using fishbone diagram. The results were explained to figure out the problems on this research. It was found out that the incident of containers fall from bay 02 to bay 06 is caused by improper cargo securing manual implementation. This improper implementation due to miscommunication among the crew and stevedore. Moreover, there were limited lashing materials used on board. In addition, the voyage was encountered bad weather which caused the vessel was rolling and pitching, so that the lashing became slack. Moreover, the second and third tier containers were empty, so that the lashing were easily flown and fell.
