Abstract

ABSTRACT Bima Rahaditya, 2019, NIT. 51145174 N, "Increasing the Function and Implementation of the ISM Code in the MV. ISA CLARITY", Diploma IV Program, Nautika, Semarang Shipping Science Polytechnic, Advisor I: Capt. Dwi Antoro, MM, M.Mar and Advisor II: Ir. Fitri Kensiwi. The ISM Code is an international management code for the safe operation of ships and for pollution prevention that has been authorized by the IMO (International Maritime Organization). In carrying out activities on board the ship must comply with the ISMprocedure Code, but there are still deviations in the implementation, among others, lack of discipline of ship personnel at work and also lack of supervision by superiors so that the work does not go according to plan. The purpose of this study is to find out the application of the ISM Code, analyze solutions to overcome obstacles, and identify ways to improve the ISM Code function in MV vessels. ISA CLARITY. In this thesis the research method used is a Qualitative Descriptive research method that regulates a research method by using several aspects such as data collection through literature studies, observation, interviews anddata tracking online. From the results of the study it can be seen the application of the ISM Code and the obstacles in the implementation of the ISM Code. Based on the results of the study, the company and officers should be able to improve management functions, especially the supervisory and organizational functions, provide information on the Safety Management System (SMS), and improve the standards of guarding competence, so that unexpected events, such as work accidents, fire hazards damage to ships can be prevented. Dwi Antoro, MM, M.Mar dan Pembimbing II: Ir. Fitri Kensiwi. ISM Code merupakan kode manajemen international untuk keselamatan pengoperasian kapal-kapal dan untuk pencegahan pencemaran yang telah disahkan oleh Majelis IMO (International Maritime Organisation). Dalam melakukan kegiatan di atas kapal harus sesuai dengan prosedur ISM Code, tetapi masih terdapat penyimpangan dalam pelaksanaanya antara lain kurang disiplinnya personil kapal saat bekerja dan juga kurangnya pengawasan oleh atasan sehingga pekerjaan tidak berjalan sesuai rencana. Adapun tujuan dari penelitian ini adalah untuk mengetahui penerapan ISM Code, menganalisa solusi dalam mengatasi hambatan, dan mengidentifikasi cara untuk meningkatkan fungsi ISM Code di dalam kapal MV. ISA CLARITY. Dalam skripsi ini metode penelitian yang digunakan adalah metode penelitian Deskriptif Kualitatif yang mengatur suatu metode penelitian dengan menggunakan beberapa aspek seperti pengumpulan data melalui studi pustaka, observasi, wawancara dan penelusuran data online. Dari hasil penelitian dapat diketahui penerapan ISM Code dam hambatanhambatan dalam pelaksanaan ISM Code. Berdasarkan hasil penelitian sebaiknya Pihak perusahaan maupun perwira mampu meningkatkan fungsi-fungsi manajemen terutama fungsi pengawasan dan oganisasi, memberikan sosialisasi mengenai Safety Management System (SMS), serta memperbaiki standar kompetensi pengawakan, sehingga kejadian yang tidak diharapkan, seperti kecelakaan kerja, bahaya kebakaran, dan kerusakan terhadap kapal dapat dicegah.
