Abstract
ABSTRAK Muhammad Mujiburrokhman, 52155868, 2019, “Optimalisasi Penanganan Gangguan Keamanan di Area International Ship and Port Facility Security (ISPS) Code Pelabuhan Tanjung Emas Semarang”. Skripsi Program Studi Ketatalaksanaan Angkutan Laut dan Kepelabuhanan, Diploma IV, Politeknik Ilmu Pelayaran Semarang. Pembimbing: (1) Nur Rohmah, S.E., M.M., (2) Andri Yulianto, M.T. International Ship and Port Facility Security (ISPS) Code adalah regulasi IMO (International Maritime Organization) secara khusus mengatur tentang langkah-langkah yang harus diambil oleh setiap negara dalam menanggulangi berbagai gangguan keamanan baik di laut mapun di pelabuhan. Pelabuhan Tanjung Emas Semarang mengalami ancaman gangguan keamanan dimana terjadi penyelundupan senjata api yang dilakukan oleh oknum penumpang kapal yang dimiliki oleh PT. Pelni dan terjadi pada momen mudik lebaran tahun 2018. Kejadian tersebut sangat membahayakan apabila lolos dari pengawasan sistem keamanan pelabuhan. Penelitian ini bertujuan untuk mengetahui peran Port Facility Security Officer (PFSO) dalam menangani gangguan keamanan di Pelabuhan Tanjung Emas Semarang, untuk mengetahui kendala yang dihadapi Pelabuhan Tanjung Emas Semarang dalam menangani gangguan keamanan di area ISPS Code, dan untuk mengetahui upaya yang dilakukan Pelabuhan Tanjung Emas Semarang dalam menangani gangguan keamanan yang terjadi di area ISPS Code. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dimana penelitian ini mengacu pada data deskriptif berupa lisan maupun tulisan dari subjek penelitian dan mempunyai karakteristik bahwa data yang diberikan merupakan data faktual serta menggunakan cara sistematis sehingga dapat dipertanggungjawabkan. Adapun sumber data yang digunakan yaitu riset pustaka, wawancara dan dokumentasi Port Facility Security Officer (PFSO) telah melaksanakan tugas, tanggung jawab, serta pemahaman terkait aturan ISPS Code ini dengan baik walaupun terdapat kurangnya fasilitas pendukung keamanan di area ISPS Code Pelabuhan Tanjung Emas Semarang. Terdapat kendala yang dihadapi Pelabuhan Tanjung Emas Semarang terkait dengan fasilitas keamanan di area ISPS Code yaitu, alat X- Ray yang tidak terdapat pada pos keberangkatan penumpang internasional, pos petugas keamanan yang tidak memenuhi standar, dan pagar pembatas di area ISPS Code yang tidak memenuhi standar. Upaya yang dilakukan Pelabuhan Tanjung Emas Semarang dalam mengatasi maslah-masalah tersebut yaitu, melakukan pemeriksaan penumpang meggunakan alat manual di area keberangkatan terminal penumpang internasional, melakukan penambahan jumlah petugas keamanan pada pos jaga yang tidak memenuhi standar, dan menambahkan kawat berduri di atas pagar pembatas yang tidak memenuhi standar. The International Ship and Port Facility Security (ISPS) Code is an IMO (International Maritime Organization) regulation that specifically regulates the steps that must be taken by each country in overcoming various security disturbances both at sea and at the port. The Tanjung Emas Port of Semarang is experiencing a threat of security disturbances where there is a smuggling of firearms carried out by individual ship passengers owned by PT. Pelni and happened during Lebaran mudik moments in 2018. This event was very dangerous if it escaped the supervision of the port security system. This study aims to determine the role of the Port Facility Security Officer (PFSO) in handling security disruptions at the Port of Tanjung Emas Semarang, to determine the obstacles faced by the Port of Tanjung Emas Semarang in handling security problems in the ISPS Code area, and to find out the efforts made by Tanjung Emas Port Semarang in handling security problems that occur in the ISPS Code area. The method used in this study is descriptive qualitative, where this study refers to descriptive data in the form of oral or written research subjects and has the characteristic that the data provided is factual data and uses systematic methods so that it can be accounted for. The data sources used are library research, interviews and documentation. The Port Facility Security Officer (PFSO) has carried out the duties, responsibilities and understanding regarding ISPS Code rules well even though there is a lack of security support facilities in the ISPS Code area of Tanjung Emas Port, Semarang. There are obstacles faced by the Port of Tanjung Emas Semarang related to security facilities in the ISPS Code area, namely, X-Ray Equipment which is not available at International passenger departure posts, security guard posts that do not meet standards, and the ISPS Code guardrail that does not meet the standards . There is an effort made by the Tanjung Emas Port in overcoming these problems, namely checking passengers using a manual tool in the departure area of the international passenger terminal, increasing the number of security officers at guard posts that do not meet the standards, and adding barbed wire over the guardrail which does not meet the standards.
