Abstract
ABSTRAK Muhammad Azkiya’U Shidqi, 2019, 52155888.K, “Analisis Penyebab Terjadinya Cost Overrun Terminal Handling Charge Muatan Semen Zak di Pelabuhan Khusus Milik PT. Semen Indonesia Tuban”, skripsi Ketatalaksanaan Angkutan Laut dan Kepelabuhanaan, Program Diploma IV, Politeknik Ilmu Pelayaran Semarang, Pembimbing I: Dr. Riyanto., SE, M.Pd. Pembimbing II: Capt. Dodik Widarbowo, MT Pelabuhan Khusus PT. Semen Indonesia Tuban memiliki aktifitas utama yaitu distribusi semen. Dalam pelaksanaannya terkendala dengan adanya masalah cost overrun terminal handling charge muatan semen zak. Cost overrun terminal handling charge akan menjadi masalah utama penyebab kerugian bagi pihak terkait. Dalam penelitian ini akan membahas tentang analisis penyebab terjadinya cost overrun terminal handling charge muatan semen zak di Pelabuhan Khusus PT. Semen Indonesia Tuban. Tujuan dari penelitian ini adalah untuk mengetahui penyebab cost overrun terminal handling charge muatan semen zak di Pelabuhan Khusus PT. Semen Indonesia Tuban. Metode yang digunakan peneliti dalam penelitian ini adalah metode kualitatif. Penelitian ini ditulis secara deskriptif yang berisi uraian dari narasumber dan dokumentasi. Teknik pengumpulan data yang digunakan adalah pengumpulan data primer dan data sekunder. Proses pengumpulan data melalui pendekatan terhadap obyek yang diteliti menggunakan observasi, wawancara, dan studi literatur. Peneliti juga menggunakan observasi langsung dan tidak langsung. Berdasarkan penelitian yang dilaksanakan di Pelabuhan Khusus PT. Semen Indonesia Tuban terdapat kegiatan pemuatan semen zak yang dibagi menjadi tiga kegiatan yaitu kegiatan sebelum kapal sandar, kegiatan setelah kapal sandar, serta kegiatan setelah selesai pemuatan sampai pelepasan kapal. Hal tersebut bertujuan agar proses pemuatan berjalan dengan tepat, cepat, dan aman. Namun kenyataan di lapangan kegiatan pemuatan semen zak masih sering mengalami kendala, selesai melebihi dari waktu yang ditentukan sehingga terjadi cost overrun terminal handling charge. Ada beberapa faktor yang menyebabkan terjadinya cost overrun terminal handling charge muatan semen zak. Yaitu kurang maksimalnya kinerja PBM yang disebabkan oleh waktu tunggu truk, cuaca buruk, kualitas SDM yang rendah, kerusakan alat bantu crane, panjangnya birokrasi proses pengurusan dokumen muatan barang, serta shifting out kapal secara paksa sebelum kegiatan pemuatan selesai. Upaya yang dilakukan untuk meminimalisasi cost overrun terminal handling charge yaitu dengan melakukan penyederhanaan prosedur arus dokumen, arus muatan, arus keuangan, pembangunan gudang khusus semen zak di area pelabuhan, melaksanakan utilitas alat bantu crane secara berkala, memberikan reward tahunan kepada PBM yang mampu memberikan kinerja yang sangat memuaskan, serta melakukan pemberdayaan SDM guna peningkatan mutu dan kualitas kerja SDM yang ada. Dodik Widarbowo, MT. Special Port of PT. Semen Indonesia Tuban has the main activity of cement distribution. In its implementation, it is constrained by the problem of cost overrun terminal handling charge of bag cement. The cost of overrun terminal handling charge will be the main problem causing losses for related parties. In this study, we will discuss the analysis of the causes of the cost overrun terminal handling charges in the Special Port of PT. Semen Indonesia Tuban. The purpose of this study was to find out the cause of the cost overrun terminal cargo handling charge in the Special Port of PT. Semen Indonesia Tuban. The method used in this study is a qualitative method . The study was descriptive with a description of the sources and documentation . The data collection technique used is the collection of primary data and secondary data . The process of data collection through the approach to the object under study using observation , interview , and literature study . Researchers also use direct and indirect observation Based on research conducted at the Special Port of PT. Semen Indonesia Tuban, there are cement bag loading activities which are divided into three activities, namely activities before the ship berthing, activities after the ship berthing, and activities after loading until the release of the ship. It is intended that the loading process runs precisely, quickly and safely. But the reality in the field of cement bag loading activities still often experience obstacles, completing beyond the specified time so that there is a cost overrun terminal handling charge. There are several factors that cause the cost overrun terminal handling charge for cement loads. Namely the lack of maximum PBM performance caused by truck waiting time, bad weather, low quality human resources, damage to crane tools, lengthy bureaucracy in the process of handling cargo documents, and force shifting out of ships before loading activities are complete. Efforts are made to minimize the cost overrun of terminal handling charges, namely by simplifying procedures for document flow, load flow, financial flow, construction of a special cement warehouse in the port area, carrying out crane tool utilities regularly, giving annual rewards to PBM that are able to provide performance which is very satisfying, as well as empowering HR to improve the quality and quality of existing HR work.
