Abstract

ABSTRAKSI Riko Darmawansyah, 2019, NIT : 52155637 N, “Upaya Mencegah Terhambatnya Proses Bongkar Muat melalui Optimalisasasi Peran Dinas Jaga MV Energy Prosperity”, skripsi Program Studi Nautika, Program Diploma IV, Politeknik Ilmu Pelayaran Semarang. Pembimbing I : Capt. ALI IMRAN RITONGA, Pembimbing II : Drs. EDY WARSOPURNOMO, M.M., M.Mar.E. Untuk mencapai tujuan peningkatan peranan dinas jaga secara efektif, efisien, dan cepat sesuai dengan regulasi Standard of Training Certification and Watchkeeping amandemen 2010, maka penulisan skripsi ini menguraikan tentang bagaimana, “Upaya Mencegah Keterhambatan Proses Bongkar Muat melalui Optimalisasi Peranan Dinas Jaga MV Energy Prosperity”, untuk mengetahui faktor yang menyebabkan terhambatnya proses bongkar muat dan upaya mengatasi proses bongkar muat MV Energy Prosperity. Landasan teori yang menjelaskan tentang penanganan dan pengaturan yang mengacu pada prinsip-prinsip pemuatan, proses keberlangsungan bongkar muat, peranan dinas jaga dalam kegiatan bongkar muat, pelaksanaan dinas jaga pelabuhan berdasarkan STCW amandemen 2010. Metode yang digunakan oleh penulis adalah metode kualitatif, sedangkan metode pengumpulan data yang digunakan adalah metode wawancara, observasi kepada pihak yang berkaitan peran dinas jaga dalam penangan pemuatan terutama pada saat bongkar muat. Kemudian dilakukan reduksi data, penyajian data, lalu penarikan simpulan dan verifikasi. Dari hasil penelitian tersebut kita ketahui bagaimana mengoptimalisasi peranan dinas jaga melalui pelaksana pemuatan dan pengawasan yang dilakukan oleh perwira kapal terhadap kendala-kendala kelalaian dinas jaga serta adanya pipa jack hydraulic sehingga palka kapal tidak dapat dibuka. Untuk memecahkan hal tersebut dibutuhkan adanya kerja sama yang baik dalam bongkar muat ditunjang dengan pengawasan yang optimal seluruh kegiatan bongkar muat, serta pengecekan dan perawatan alat penunjang bongkar muat, adanya pengadaan suku cadang yang dapat memperlancar bongkar muat, Berdasarkan dari hasil penelitian dapat disimpulkan bahwa terjadinya keterhambatan proses bongkar muat dikarenakan kurangnya pengawasan perwira kapal yang menyebabkan ABK lalai dalam berdinas jaga. Melalui optimalisasi peran dinas jaga dengan melakukan Safety Meeting sebelum proses bongkar muat oleh perwira kapal, pelaksanaan pengawasan oleh perwira jaga terhadap kinerja ABK. Melakukan pengecekan dan perawatan peralatan pendukung proses bongkar muat diharapkan proses muat dapat berjalan dengan lancar. The theoretical foundation that explains the handling and regulation that refers to the principles of loading, the process of loading and unloading, the role of the duty department in loading and unloading activities, the implementation of port guard based on the 2010 STCW amendment. The method used by the researcher is a qualitative method, while the method of data collection used is the method of interviewing, observation to parties related to the role of guardianship in cargo handling, especially during loading and unloading. Then do data reduction, data presentation, then draw conclusions and verification. From the results of these studies we know how to optimize the role of guardianship through the implementation of loading and supervision carried out by ship officers against constraints of negligence in guarding and the leakage of hydraulic jack pipes so that the ship's hold cannot be opened. To solve this problem, it is necessary to have cooperation between the guardian team who are good at loading and unloading supported by optimal supervision of all loading and unloading activities, and checking and maintenance of loading and unloading process equipment, the procurement of spare parts that can facilitate loading and unloading. Based on the results of the study, it can be concluded that the occurrence of loading and unloading due to lack of supervision by ship officers causes ABK to be negligent in guarding. Through optimizing the role of guardianship by carrying out a safety meeting before the loading and unloading process by ship officers, supervision is carried out by the guard officer on the performance of the crew. Checking and maintaining equipment supporting the loading and unloading process is expected that the loading and unloading process can run smoothly.
